Paving The Road to Hell — And Other Gates Foundation Initiatives

Towards the end of last year, the Seattle Times provided coverage of the Gates Foundation’s report on the tenth anniversary of its global health initiative. After a decade of effort and a billion dollars invested, Bill Gates admitted that despite the investment he had been “pretty naive” about how long it would take to significantly improve public health outcomes in the developing world. Most notable was Gates’ admission that the problems in his approach were not merely ones about overcoming scientific hurdles, but rather they seriously underestimated the challenges of implementing highly technological “solutions” in countries where the majority of the population lack secure access to routine infrastructure which, in the words of Dr. David McCoy of Queen Mary University in London, are “the barriers to existing solutions.”

Both Peter Greene of the Curmudgucation blog and Anthony Cody of Living in Dialogue have written excellent pieces on this somewhat quiet but very important admission by Bill Gates.  Greene astutely notes that Gates’ realization of his limitations does not actually lead him to understand why his approach is flawed:

Gates wants to use systems to change society, but his understanding of how humans and culture and society and communities change is faulty. It’s not surprising that Gates is naive– it’s surprising that he is always naive in the same way. It always boils down to “I really thought people would behave differently.” And although I’ve rarely seen him acknowledge it print, it also boils down to, “There were plenty of people who could have told me better, but I didn’t listen to them.”

The non-success of Grand Challenges is just like the failure of the Gates Common Core initiative. Gates did not take the time to do his homework about the pre-existing structures and systems. He did not value the expertise of people already working in the field, and so he did not consult it or listen to it. He put an unwarranted faith in his created systems, and imagined that they would prevail because everyone on the ground would be easily assimilated into the new imposed-from-outside system. He became frustrated by peoples’ insistence on seeing things through their own point-of-view rather than his. And he spent a huge amount of money attempting to impose his vision on everybody else.

This is an important observation because it shows that there is a flawed perspective rooted at the heart of the Gates Foundation, and while the man and the institution may be able to recognize failures, they are not inclined to understand why they have failed.  Anthony Cody also recognizes this observation as he lines up quotes from the central figures at the Gates Foundation that demonstrate little regard for the knowledge about teaching held by teachers and wonders if the “humility” earned in Grand Challenges project will translate to humility about the foundation’s approach to education reform.  I believe that Greene and Cody are completely on point and insightful in their observations and questions on these points, and it is important for people outside the Gates Foundation to constantly remind it that education is a complex and interconnected set of systems with knowledgeable and invested stakeholders that cannot simply be plowed over and disregarded without consequences.

A specific quote from Melinda Gates cited by Mr. Cody struck me in particular, and I believe it highlights some of the difficulties we face in enticing the Gates’ and their namesake foundation to listen.  Cody quotes Mrs. Gates from 2011:

It may surprise you–it was certainly surprising to us–but the field of education doesn’t know very much at all about effective teaching. We have all known terrific teachers. You watch them at work for 10 minutes and you can tell how thoroughly they’ve mastered the craft. But nobody has been able to identify what, precisely, makes them so outstanding.

This ignorance has serious ramifications. We can’t give teachers the right kind of support because there’s no way to distinguish the right kind from the wrong kind. We can’t evaluate teaching because we are not consistent in what we’re looking for. We can’t spread best practices because we can’t capture them in the first place.

Asserting that “the field of education doesn’t know very much at all about effective teaching” is one of those statements most frequently made by people who do not want to have to bother with how much information there is that refutes the statement.  However, if Mrs. Gates wants to fill herself in on what the “field of education” knows about effective teaching, she could begin with the 4th edition of The Handbook of Research on Teaching.  It might even be worth her while to read the third edition, see if a full version of the second edition is available, and then finish up with the original publication from 1963.  A fifth edition was supposed to published in 2014, but it seems that the editors are taking some extra time to be careful with it.

Then, for kicks, she might want to talk to some of America’s working teachers and see if they know anything as well.

Of course, knowing this field as I do, I suspect that someone who has been working in the technocratic solutions domain for this many years will still object that the multiple 1000s of pages of research on teaching to which I have referred still won’t tell us what “effective teaching” is.  Researching education is, by necessity, working with a “soft field” where you are unlikely to find absolute answers to your questions.  What we know changes as related fields like psychology build their knowledge base, and ideas can circulate in and out of favor as what schools are expected to do evolves with societal priorities.  Most importantly, research on teaching has to consider how variable the 100,000 schools and millions of classrooms across the country are and how that variability influences the teaching that is both possible and that is needed.  We are not engineering within the parameters of Newtonian physics, and that is appropriate.

Mrs. Gates’ other assertion that “you watch them (great teachers) at work for 10 minutes and you can tell how thoroughly they’ve mastered the craft” (but, gosh darn it, we just don’t know why they are so great!) is the kind of statement made by people who really don’t understand teaching.  Of course, there are great teachers, and, of course, you can be impressed by them fairly quickly, but to say that you KNOW someone has thoroughly “mastered the craft” in ten minutes is romantic in the style of teachers whose lives have been edited by Hollywood.  What does Mrs. Gates risk missing in her ten minute assessment?

  • The lesson that worked very well in the first period but worked far less well in the third period.
  • The day when the lesson plan was simply off base.
  • The work that teacher did outside of the classroom determining what students knew, selecting teaching and learning strategies that would help them build upon that, figuring out what would help the teacher know the students had learned.
  • ANY of the uncertainty in the previously described process and the necessity to pivot if that uncertainty disrupts the plan.
  • How the teacher self assesses and with what information.
  • The week when that teacher has sick children at home, cannot get enough sleep, and has little time to plan.
  • The week disrupted by excessive standardized testing or mandatory field tests of examinations.
  • ANYTHING, really, beyond being impressed by Razzle Dazzle without thinking about substance.

Mrs. Gates’ comment makes the most sense to me if she is unaware of the level of work that goes into lending that impressive ten minutes substance, and if she is not especially discerning about whether or not the substance exists.  In fact, in ten minutes, it is sadly easy to be taken in by weak teaching that is buoyed by personality.  I witnessed this early in my teacher education career when I supervised a student teacher who I eventually had to counsel out of the profession.  She was an intelligent young woman, but she was not up to the task of leading a classroom even on her best day and simply could not gain student attention.  What was interesting, however, was how her struggles demonstrated the weaknesses of her cooperating teacher, a 20 year veteran who, with only ten minutes to watch her, would have impressed an outside observer.  She was a dynamic personality who kept the energy level of her class high, but when her student teacher took over the lesson plans, the thinness of the teaching was painfully obvious over time.  Visit after visit, I witnessed the same teaching approach of presentation and then practice via seat work, and it was clear that the only reason the teaching I first saw SEEMED skilled was the personal energy of the cooperating teacher.  The situation became awkward as my shy and hesitant student teacher made obvious the thin planning that went into the classroom.

Mrs Gates’ ten minute observation would have, most likely, been taken in by the Razzle Dazzle:

…and missed whether or not there was substance.  For that matter, Mrs. Gates’ ten minutes would miss a lot of genuinely great teachers simply having an inevitable bad day.

The problem here is complicated and frustrating.  Melinda Gates’ comment demonstrates first, that the Gates Foundation does not really understand (or is dismissive of) the real complexities and uncertainties involved in being a “great teacher,” and second, that the foundation thinks it can ultimately identify precisely WHAT makes their teaching “great” and distribute that throughout the teaching corps.  Instead of appreciating that research on teaching is various because teaching itself is various, the foundation’s leadership seems wedded to an idea that we need singular answers scaled throughout the entire system.

It reminds me of some of the mixed-bag innovations from the Progressive era which, contrary to popular imagination, was not all trust busting, union victories, and establishment of national parks.  Consider “scientific management” that arose from the work of Frederick Taylor and which greatly influenced how factory work was conceived.  Taylor studied work flow to determine the “best” ways for laborers to perform their tasks, and much of what he determined was useful for productivity and workers themselves.  For example, he concluded that workers needed rest periods which was not an accepted practice at the time.  However, faith in “Taylorism” rapidly overstated its ability to scale up the “best” way to do certain tasks, leading to conflicts with workers themselves, such as the famous incident at the Watertown Arsenal when one molder sparked a mass walk out in response to being timed by a stop watch.  While scientific management survives in different incarnations today, Taylorism itself was more geared towards the automation of tasks since workers were not allowed to vary how they did their work once “innovations” were put into place.

I’ve come to think that the Gates Foundation suffers from a similar problem: armed with an interesting and worthwhile question – “How can we identify and support great teaching?” – they have approached it as a technocratic matter instead of as a sociological one.  In doing so, they have vastly overestimated the strength of their tools and vastly underestimated the knowledge and the agency of what they hoped to reform.  The result is rapidly devolving into a discordant mess of overlapping perverse incentives that mistake common standards with a platform for effective teaching, treat standardized test scores as strongly indicative of teacher impact, and encourage teaching narrowly to the tested curriculum. Teachers and parents are increasingly reacting much the same way that the early 20th century workers did when told their ideas mattered less than a supervisor with a stop watch.

We’ve paved roads like this before, and the destinations were not exactly what was hoped for.

Liberal Apostasy: Is It Time To Downgrade the Federal Department of Education?

Washington has seen recent jockeying for positions on the debate to repeal or revise the No Child Left Behind (NCLB) as Republican Senator and former Secretary of Education Lamar Alexander takes over the Senate Committee on Health, Education, Labor & Pensions.  Senator Alexander has signaled that he intends to engage in significant overhauls of the 2001 law which updated the Elementary and Secondary Education Act of 1965 and which has been due for re-authorization since 2007.  He will likely find atypical allies from traditionally Democratic leaning teacher unions who will join more conservative advocates in calling for a decrease in standardized testing and walking back Obama Administration initiatives that have pushed states to evaluate individual teachers and make tenure and dismissal processes tied to such scores.

Current Secretary of Education Arne Duncan laid out some of his priorities for an overhaul of the legislation in a speech on January 12th, and he was joined by a group statement from a number of venerable civil rights organizations that, among their other priorities for federal education law, called on lawmakers to preserve the annual standardized testing requirements from NCLB.  Given the historic problems in many state with both resistance to integration and with neglecting urban and rural student populations which led to more vigorous federal education laws in the first place, it is not surprising that such organizations would want a new education law to retain tight oversight provisions for the states.  Secretary Duncan, in his planned remarks, emphasized accountability:

I believe parents, and teachers, and students have both the right and the absolute need to know how much progress all students are making each year towards college- and career-readiness. The reality of unexpected, crushing disappointments, about the actual lack of college preparedness cannot continue to happen to hard-working 16- and 17-year olds – it is not fair to them, and it is simply too late. Those days must be over.

That means that all students need to take annual, statewide assessments that are aligned to their teacher’s classroom instruction in reading and math in grades 3 through 8, and once in high school.

As he continued, he framed the need for accountability in civil rights language:

Will we work together to ensure that every public school makes a real priority of the educational progress of minority students, those living in poverty – be there rural, urban, or someplace else — those with disabilities, those learning English, or other groups that have struggled in school in the past? Should unacceptable achievement gaps require action? Or is that simply optional?

Secretary Duncan’s questions were poignant, and the moral authority of the NAACP and the ACLU should have reminded listeners that we have historically done a poor job improving educational opportunity for students minority students and students in poverty.  However, the insistence that annual, standardized test-based accountability is the only solution to making certain that we are accountable to all of our students is deeply flawed.  It is flawed because the testing regimen that Secretary Duncan supports has already narrowed the curriculum received by huge swaths of our student population, even though Secretary Duncan declared that non-tested subjects like science and the arts “are essentials, not luxuries.”  It is flawed because even though Secretary Duncan stated that teachers and principals deserve support, the national reality is that most states are still spending less on education today than they did before the Great Recession even as the federal government has pushed those states to demand much more from those same teachers and principals.  It is flawed because while Secretary Duncan said he believes “teachers deserve fair, genuinely helpful systems for evaluation and professional growth that identify excellence and take into account student learning growth,” his favored metric is the value-added model (VAM) of teacher performance, and the research simply does not support using VAMs as either “fair” or “genuinely helpful” and they certainly cannot “identify excellence” with reliability.

Secretary Duncan once famously said that “We should be able to look every second grader in the eye and say, ‘You’re on track, you’re going to be able to go to a good college, or you’re not,’” so his faith in power of standardized testing data is long lasting and probably sincere, but it has led his department, under the guise of relieving states from the most punishing aspects of NCLB, to push states in educational directions that are legitimately damaging to the public’s trust in education and which incentivize schools and teachers to further narrow their curriculum in search of higher test performance.

Which leads me to a question: Is it time to downgrade the federal department of education?

This is not an idle question because while I believe that the federal legislation from the 1960s and 1970s was a necessary beginning to address systemic inequalities in educational opportunity for the poor, for minorities, for women, and for people with disabilities, the Cabinet level role of the Department of Education has become highly problematic in today’s hyper-focus on standardized testing.  The federal DOE was actually created by Congress in 1979 in order to strengthen the federal commitment to public education and to increase coordination and accountability for the various federal laws that have direct impact on schools.  The department was immediately under fire from conservative activists interested in a smaller federal government, and President Reagan, riding the conservative wave that put him in office, pledged to abolish the fledgling department.  This did not happen, and by the 1990s, the department was secure under the successive Presidencies of George H.W. Bush and Bill Clinton.  With the bipartisan passage of No Child Left Behind, the department was firmly entrenched in pushing states to hold schools accountable to student achievement on standardized test scores, and while the Obama administration Race to the Top grants allowed states to apply for waivers on NCLB requirements that all children read and do math “at grade level,” states had to agree to adopt common standards, expand charter schools, and use standardized test scores to evaluate teachers.  Secretary Duncan made it clear that he would hold states receiving waivers to those agreements when in April of last year, he stripped Washington state’s NCLB waivers for not meeting the federal department’s “requirements for reform.” 

The federal government provides roughly 12% of the annual national spending of $550 billion on elementary and secondary education.  While this does not represent a sum that comes close to helping states meet federal requirements, it has proven enough for the federal government to use the Department of Education to push policies like test-based accountability and rapid expansion of charter schools upon states and locales that might seek other ways to improve their schools given more flexibility.  Title 1 funds, for example, reach 56,000 schools serving 21 million children, but since NCLB those funds have been tied towards demonstration of student annual progress via standardized testing and during the Obama administration states were required to use standardized tests to evaluate teachers if the received waivers from other NCLB provisions.  The federal government can use its funding to enforce specific policy priorities on the states, but it rarely funds those priorities enough to help school districts implement them effectively.  For example, for 40 years the federal government has failed to fully fund the Individuals with Disabilities in Education Act (IDEA), covering roughly 17% of the cost of the legislation even though it has long promised states to cover a full 40%.

Questioning the Cabinet level role of the DOE does not mean abandoning the landmark legislation in education that proceeded the department’s formation, and it is important to recognize the significant and needed impact of that legislation.  Congress passed the Education for All Handicapped Children in 1975.  In the 1969-1970 school year, a total of 2,677,000 children representing 5.9% of all children in public school received special education services, but none of them were identified with specific learning disabilities.  In the 1979-1980 school year, 4,005,000 children representing 8.9% of all students received special education services, including almost 1.3 million with specific learning disabilities that were being accommodated.  Title IX was passed in 1972 when 386,683 women received bachelors degrees, representing 46% of degrees conferred.  By 1979-1980 school year, that percentage had risen to 49%.  In 1960, five years before the Elementary and Secondary Education Act was passed, the median years of school attended by an African American male was 7.9, and by 1980, that had increased to 11.9 years — more important, the gap in the median number of years in school between white and black males closed from 20 percentage points.

All of these gains occurred in the wake of landmark federal legislation, but before the Department of Education was created in its current form.

What makes the current federal DOE so problematic in 2015 is not the role that it was created to play, but the fact that most initiatives out of it since Congress passed No Child Left Behind resemble a classic case of regulatory capture by the for profit charter school sector, the testing industry, and the data mining industries.  Unlike other cases of regulatory capture, there appears to be no prospect for partisan realignment as administrations change and monied interests involved in the Executive branch shift — successive two-term Republican and Democratic administrations have charged down the current path, prioritizing testing with increasingly higher stakes.

While eliminating the Cabinet level DOE would impede some of these forces, I am also mindful of important considerations.  First, the civil rights organizations that have signed on supporting Secretary Duncan’s priorities are not wrong in their concern that states have historically neglected and have even actively discriminated against certain populations, and that states and localities must be held accountable for providing equal access and equal opportunities for all of their students. While I disagree that yearly high stakes examinations are the way to ensure that, nobody can reasonably look at our history and dismiss the issue.  Second, demoting the federal DOE might complicate the plans of the interests who have worked to monetize public education, but it is not as if they are absent from state level government. When it comes to adding requirements to teachers while cutting funding and when it comes to turning public schools over to charter corporations, there is little daylight between Democratic star politicians like New York Governor Andrew Cuomo, Chicago Mayor Rahm Emmanuel, and former Newark Mayor and now United States Senator Cory Booker and Republican counterparts such as Scott Walker of Wisconsin and Chris Christie of New Jersey.

Finally, as Arthur Camins notes here, our problem of the past 15 years can be described as the federal DOE “reaching for the wrong things:”

The problem over the last several decades of education policy is not overreach. It is that the federal government has been reaching for the wrong things in the wrong places with the wrong policy levers. For example, the nation has largely abandoned efforts to end segregation, arguably a prime driver of education inequity. The large-scale, community-building infrastructure and WPA and CCC employment efforts of the Great Depression have given way to the limited escape from poverty marketing pitch of education policy following the Great Recession. Whereas the 1960s War on Poverty targeted community resource issues, current education efforts target the behavior of individual teachers and pits parents against one in other in competition for admission to selected schools.

Professor Camins’ points are well-taken, but advocates for returning public education to the public’s care need ideas for addressing how education policy has been captured in both Washington D.C. and in state capitols. Consider the case of Andrew Cuomo who raised over $40 million between his inauguration in 2010 and reelection in 2014 — more than half of which came from just 341 donors, donors who expect influence upon the governor commensurate with their investment.  In essence, this is a question of rooting up corruption and the circumvention of democratic processes, but as Fordham Law Professor Zephyr Teacher demonstrates, there are no easy answers.

But we must seek answers, even difficult ones.  What has happened at the federal DOE is dangerous for quality and equitable public education, but it is also a symptom of a problem endemic in our politics.  Mere handfuls of extremely wealthy people can override the wishes of millions of voters and circumvent public debate on crucial issues.

We cannot afford it any longer.

Bride of VAMenstein: No Bad Idea Gets Left Behind

When I was much younger, my grandfather, a carpenter and engineer, had an expression he was fond of saying whenever we drove through a particularly poorly designed intersection or highway interchange.  He’d grunt in disgust and comment, “Whoever built this should do the world a favor.  Design ONE more and then drop dead.”

There are times when I’d like the economists who keep insisting they can design value added models of teacher effectiveness to consider following the same advice.

On November 25th, the U.S. Department of Education released newly proposed regulations for teacher preparation in the over 1200 programs that exist across the country.  The press release stated:

“It has long been clear that as a nation, we could do a far better job of preparing teachers for the classroom. It’s not just something that studies show – I hear it in my conversations with teachers, principals and parents,” U.S. Education Secretary Arne Duncan said. “New teachers want to do a great job for their kids, but often, they struggle at the beginning of their careers and have to figure out too much for themselves. Teachers deserve better, and our students do too. This proposal, along with our other key initiatives in supporting flexibility, equity and leadership, will help get us closer to President Obama’s goal of putting a great teacher in every classroom, and especially in our high-need schools.”

This is not a new subject for research and policy speculation.  In 1984, Judith Lanier of Michigan State University contributed a comprehensive chapter on teacher education for the 3rd Handbook of Research on Teaching.  Dr. Lanier concluded that while many spoke of the importance of teacher preparation, there were no entities willing to take robust authority for making sure its many parts worked, and that its quality remained highly spotty and often quite poor.  Since then, there have been numerous proposals to change and improve teacher preparation from the Holmes Group Reports, to the Carnegie report on teacher preparation, to John Goodlad’s proposals for preparing teachers, to the original report of the National Commission on Teaching and America’s Future.  In the 30 years since Dr. Lanier wrote her chapter, there have been numerous proposals, programs, and practices that have worked upon teacher preparation in the United States.

Now it is the turn of the Data Junkies.

The DOE announcement says states will be required to report on the performance of teacher preparation programs based upon the following:

  • Employment outcomes: New teacher placement and three-year retention rates in high-need schools and in all schools.
  • New teacher and employer feedback: Surveys on the effectiveness of preparation.
  • Student learning outcomes: Impact of new teachers as measured by student growth, teacher evaluation, or both.
  • Assurance of specialized accreditation or evidence that a program produces high-quality candidates.

Some of this is benign, some of it is deceptive, and some of it is rank foolishness.  The fact that Secretary Duncan’s statement specifically cited Relay “Graduate School of Education” as an example of an innovation in teacher preparation to be held up does not lead me to a great deal of confidence.  Relay, for those who do not know, is a teacher training “graduate school” that has no actual professors of education and is not attached to an institution of higher learning.  Rather, it is an alternative program housed in North Star Academy Charter School in Newark, NJ using its own teachers to train new hires in the methods of teaching used in North Star and allowing them both to be credentialed and to “earn” graduate degrees.  Relay and its supporters defend this because the charter school has externally impressive scores on standardized tests, but those scores come, as Dr. Bruce Baker of Rutgers University demonstrates, at the expense of more than half of the students who enroll at North Star – because they never make it to graduation.  North Star enrolls over 14% fewer students on free lunch than Newark Public Schools in general, less than half as many students with disabilities, and the students with disabilities at North Star are vastly more likely to be mild or low cost to the school, including no students with autism, no emotionally disturbed students, no intellectually disabled students, and no students with multiple disabilities.  Between 5th grade and 12th grade, half of students attending North Star leave the school, and 60% of African American boys leave.

Just to be clear: The Secretary of Education for the United States of America announced new teacher preparation regulations by praising the “innovation” of a “Graduate School of Education” that does no serious graduate study, has no qualified educational researchers, and that prepares its graduates to teach the methods espoused by a charter school where an African American male student only has a 40% chance of reaching his senior year of high school.

Components of these regulations are puzzling.  The DOE wants states to keep track of teacher retention rates, presumably because of the long known problem of early career teachers leaving both assignments or the profession in high numbers.  Such a requirement raises staggering logistical challenges, as states do not readily have ways to track the careers of teachers certified in their states who teach in other states, teachers who switch teaching in a public school for a position in a private or parochial school, and teachers who take up full time graduate studies — all of which are very different than leaving because of feeling overwhelmed and under-prepared.

More troubling, such data would be largely indicative of the professional cultures and environments of the schools in which teacher preparation graduates teach.  While teacher education has worked in the past three decades to provide prospective teachers with quality experiences to reduce the long recognized “reality shock” experienced by novice teachers, such work is frequently difficult, time and resource intensive, and requires significant rethinking of the relationship between universities and schools where prospective teachers are prepared.  However, significant research also exists that demonstrates that teacher turnover is deeply tied to school factors in initial job placements that are entirely outside university control.  In no place in these regulations on preparing teachers do I see anything related to how states and communities support the local schools to promote collaborative environments that support early career educators. What I do see is a potentially perverse incentive for teacher preparation programs to steer their graduates as far away from struggling schools as possible.

Worse than this provision by far, however, is the proposal to take the already invalid concept of Value Added Measures (VAM) of teacher performance and to use the VAMs of teachers to evaluate their teacher preparation programs.  A VAM is a statistical model based on student standardized test performance that takes a student’s previous year’s test scores, claims to predict how that student will perform given a year of effective teaching, and then generates the teacher’s “value added” based on how well students do based on those predictions.  The American Statistical Association issued a clearly worded statement this year detailing the problems with VAMs, citing both the lack of tests that are valid for the purpose and the very limited impact that teachers have on student variability on standardized test performance.  Research generally agrees that teachers are a very important if not the most important in school factor for students, but research also agrees whatever teachers’ impact is, standardized tests are an exceedingly poor measure of it, accounting for only 1-14% of student variability on the tests.

Despite these inherent flaws, VAMs remain highly popular with the federal DOE which has been influenced by the Gates Foundation funded “Measures of Effective Teaching” study which claims that VAMs can be used as a component of teacher evaluation.  Jesse Rothstein of University of California at Berkeley, however, notes that the data used to justify that claim is strikingly weak, and that teachers who are effective by some measures show up as ineffective by others and vice versa.  Dr. Baker of Rutgers illustrates here that teachers whose students score high in one year (called “Irreplaceables” by Michelle Rhee’s New Teacher Project “thought leaders”) are not all “irreplaceable” in subsequent years (and in fact most drift all over the map), making it absolutely necessary to consider that factors outside of the classroom play significant roles in student test performance. VAMs also potentially damage teachers whose students, far from being low performers, work at an accelerated curriculum that is several years past the material directly tested on the exams used to generate VAMs.  The New York Times reported in 2011 of the tribulations of Ms. Stacy Isaacson, who was universally regarded as an outstanding mathematics teacher whose students got excellent scores on state examinations and over two dozen of whom went on to New York City’s highly selective high schools, got ranked in the 7th percentile of teachers in the city by the VAM formula used that year:

Ms. Isaacson’s low percentile could not be explained to her by anyone in her administration, and the fault lay at the opaque statistical formula used to rank her based on students’ tests.  Given the inherent flaws with VAMs, my explanation is as follows.  In the New York City Value Added Model, what is circled in this picture is a real number:

Anyone who knows children and their development should be troubled by VAMs because in order to believe that they work with such small samples as a single teacher’s classroom, we have to believe that the VAM can adequately account for every factor outside of a teacher’s instruction that can impact how students do on a test.  Did Johnny get an Individualized Education Plan this year that finally provides support for his dyslexia?  Are Johnny’s parents reconciling after a period of separation and his home life is stabilizing?  Has Johnny’s cognitive development reached a point where he is ready for more complex learning and will outpace previous years of instruction because children do not actually develop in straight lines?  All of these are factors that can boost a teacher’s value added score without the teacher actually having done anything especially different for Johnny.  There are as many factors not directly related to a single teacher that can negatively impact a value added score.

So let’s review: Research supporting VAMs ignores its own contradictory research.  No current standardized test is sufficiently well designed for the purpose of generating VAMs. VAMs measure teacher input on student variability in standardized test scores which is as low as 1% and only as high as 14%.  Teachers whose students score in very high percentiles in one year can have students who score far differently in subsequent years. Teachers who are effective by every other measure possible can be placed in the very bottom tier of teachers using VAMs.  This is not the kind of stuff that inspires much confidence, but the federal DOE is going to push ahead anyway.

Have really terrible measures of teacher effectiveness on your hands?  Never mind!  If you are Secretary Duncan, you have Bill Gates backed research and advocacy, and seriously flawed “research” from Michelle Rhee’s pet group to tell you otherwise.  Full speed ahead.

Of course, if you are going to blatantly ignore what a growing body of genuine research tells you about your favored reforms, it stands to reason that you will double down on them and try to push them even further into the system by measuring teacher preparation programs by the VAMs their graduates generate.  There is a lesson here that Secretary Duncan, Bill Gates, Michelle Rhee, and an entire platoon of corporate reformers seem incapable of learning, and it has to do with learning humility when beloved projects turn out to be far more complicated and fraught with failure than anticipated.

In the 1935 sequel “Bride of Frankenstein,” the badly wounded but recovering Henry Frankenstein initially renounces his creation but is forced by his former mentor, Dr. Septimus Pretorius, to assist a project creating a “bride” for the monster.  The monster is excited by the chance to have a companion like himself, but is quickly devastated by her immediate, terrified, rejection of him and destroys himself, Henry’s laboratory, Dr. Pretorius, and the bride, proving again that the power of life and death is not a toy to be trifled with.

I could save Secretary Duncan quite a lot of trouble if he’d just ask.

Dear Randi

Dear Randi Weingarten,

You do not know me, but we have crossed paths on Twitter and education blogging circles.  In fact, I think you have kindly retweeted some of my writings to your followers on a few occasions.  I am writing because I have been following your political actions for some time in this election cycle, and while I think I understand what is motivating a great deal, I am concerned that as the leader of the American Federation of Teachers’ 1.6 million members you have been too willing to accept a “seat at the table” with politicians and foundations, a seat that has come at the expense of the rank and file.  I do not believe this has been your intention, but I also think that it is necessary to question whether or not politics as usual has broken down, whether or not having a seat at the table is worth the comprises necessary to get there. I respectfully suggest that this is one of those times.

Many of the bloggers and education activists I read have been very harsh towards you in their assessments.  Those assessments are based upon what they see as a long series of actions demonstrating a willingness to play ball with so-called reformers and to negotiate for changes in matters like teacher assessment and compensation and the Common Core State Standards.  Mercedes Schneider pulls few punches in this piece detailing cooperation with Eli Broad, the Gates Foundation, and other forces in education reform who have sought to weaken unions, pushed for unregulated charter schools, advocated evaluating teachers using standardized test scores based on the CCSS, and advocated to institute performance pay using those same measures. Blogger Jersey Jazzman wrote you an open letter in 2012 about the Newark contract, making predictions that have pretty much come true.  I know other bloggers and activists who’ve openly pondered nefarious reasons for your willingness to cooperate with people and institutions that have been demonstrably disruptive forces in ways that have rarely been beneficial for schools.

I’d like to make it clear that I do not share that negative assessment.

There are two polar opposed views of how unions ought to deal with efforts like the current reform movements.  The first, which is certainly familiar to many, is best described as following the maxim that if “you let the camel’s nose under the tent, the rest of the body will follow.”  In this view, any concession given to reformers means that a constant wave of detrimental ideas will follow, so union leaders should fight tooth and nail to keep them from happening.  It probably will not work 100%, and the public relations will be difficult to manage, but if reformers keep getting bloody noses, fewer of their ideas will come to fruition.  The other perspective, perhaps more popular in the post-World War II period, believes that having a “seat at the table” is important and more valuable in the long term than constant brawling.  In this view, trade offs have to be made so that policy can be guided into less harmful directions because policy makers only listen to insiders and policy will be made with or without your input.  The stance is less viscerally satisfying, but if the seat at the table is genuine, there is potential to have actual impact without subjecting rank and file and their students to constant turmoil.

I will admit that I see the wisdom of the less confrontational stance.  Policy will be made, and we live in an era when union power has been greatly diminished by loss of membership and political figures willing to attack unions.  If the union leadership is fully shut out of the inside of the political process, then the people who will be left will be lobbyists representing corporate interests and a growing cadre of the super wealthy who have discovered that they enjoy bending politicians to their will far more than they enjoy endowing hospitals and art museums.  In the absence of union leadership with any insider capacity, politicians and plutocrats will bend everything to their will without a voice representing the rank and file even within earshot.  This is not a position of purity, but it promises to keep balance.

There’s just one problem with this perspective.  It only is operable when the place offered at the table is genuine.  If the owners of the table only plan to shoot you underneath it, then preserving your seat can no longer be a viable priority. I respectfully suggest that today is such a time, and that the only move that truly serves your members is to walk away from the table that is populated by people acting in bad faith.

The first evidence of this is the absurd and personal campaign against you by Richard Berman.  As you know, Berman is a political consultant whose preferred tactics are so bottom feeding and vicious that an oil industry executive listening to him talk felt the need to expose him for type of operative that he is.  Berman has spent most of the past year coordinating a direct assault on teacher unions generally and you specifically, relying on hyperbolic tone, misleading information, and a staggeringly personal content.  I must note that you have been dignified, forceful, and inspiring in the responses I have seen to Berman’s attacks, but I also must note that there is a lesson in the mere existence of his campaign.

Berman works for corporate interests, and although he will not disclose his donors, it is not hard to guess the kinds of people behind him.  After your cooperation with Eli Broad on some issues and after your personal efforts to support the standards side of the Common Core, it would be atrocious for his funding to be coming from Broad or Gates, but there is no lack of other corporate interests from the Walton Family Foundation to the Koch Brothers to the Rupert Murdoch to Michelle Rhee’s Students First who would be more than happy to take up the cause.  And why would any of these people and foundations be eager to engage in such a puerile attack on you?  Well, you’ve stepped out of line.  You’ve warned reformers that their obsession with testing and evaluating teachers by tests have put the Common Core State Standards in trouble with teachers and parents.  To me, this was overdue because Race to the Top had super glued testing the standards from the get go, but for your supposed friends in reform, this kind of talk about the obvious is a betrayal.  Worse from their perspective?  You have defended teachers and their union won workplace protections from the lawsuits seeking to strip them from all of our nation’s teachers, and you have been willing to criticize supporters of the suits in public.

I’ve heard and read your defenses of tenure.  They have been eloquent.  They have been factual.  They have been passionate.  And they must be unforgivable to the types of people who hire the likes of Berman. It is fairly obvious that he was hired to “soften you up” prior to the Vergara lawsuit ramping up, and he has been charged with keeping up his attacks as you’ve defended teachers since then.  What’s the lesson here?  You are only favored by corporate reformers and their political allies as long as you stay entirely within the ranks.  Take a step out of line, and well, you are on billboards as the enemy of America’s children and subject to junior high pranking on social media.

More egregious, however, has been the steady stream of betrayals of teachers and schools by politicians who have been wooed by steady infusions of corporate cash and have participated in starving public schools of funds, forcing the CCSS, testing and test based evaluations into schools, and who have promoted charter school policies that concentrate high levels of disadvantaged students into the same district schools they have starved of funds.  Worse, these betrayals have come from Democratic politicians who have traditionally enjoyed strong labor support, and who, in public, claim to be allies of school and labor.  Republican Governors like Chris Christie of New Jersey and Scott Walker of Wisconsin have been incredibly hostile towards teachers and their unions, but they have also been forthright about their oppositional stance.  Meanwhile governors like New York’s Andrew Cuomo and Connecticut’s Dannel Malloy and mayors like Chicago’s Rahm Emanuel, Newark’s Cory Booker (now U.S. Senator from New Jersey), and Kevin Johnson of Sacramento have pursued public school policies harmful to teachers and students — even if some of them go through the motions of courting traditionally Democratic Party constituencies.

Governor Andrew Cuomo of New York has perhaps been the worst.  Governor Cuomo has continued to use the Gap Elimination Adjustment to balance his budget on the back of our schools.  Districts cannot make up the difference in lost school aid with local funds due to his property tax cap.  Governor Cuomo plays favorites with charter school operations that further disadvantage local schools and then attacks those local schools and teachers for poor test performance. Governor Cuomo’s education commissioner went out of his way to set the cut scores on state exams so that only 30% of students would be rated as proficient.  His record has been so damaging that the UFT took the extraordinary step of not making an endorsement in the 2014 gubernatorial election, and while many rank and file members would have preferred a stronger stance to endorse an opponent, it was an important step to publicly acknowledge that teachers in New York have no friend in the Governor’s Mansion.

It is because of these reasons that myself, and many others, were sorely disappointed by your tepid public response to Governor Cuomo’s latest outrage that he sees our system of free common schooling as a “public monopoly” that he wants to “break” and that he believes our state’s hard working teachers do not want to be evaluated.  He signaled not only his plans to double down on the destructive path of privatizing and testing, but also his utter disregard for teachers and the public purposes of education itself.  In response, you told reporters that his statements were most likely “campaign rhetoric” and that you had sent him a private letter explaining his errors.  To call the governor’s statements “campaign rhetoric” is to suggest that he is not entirely sincere in those statements and has tailored them for a political purpose, but I have to ask what in this man’s record suggests that he does not fully believe everything he has said?

Your statement reminded me of segment on WNYC’s Brian Lehrer show on October 31st.  On it, Working Families Party co-chair Karen Scharff and actress and activist Cynthia Nixon made the case for people to vote on the W.F.P. line even as the Governor had appeared in the hour before them, implicitly insulting the Working Families Party in favor of his newly created Women’s Equality Party line on the ballot:

“We’ve formed every kind of fringe party for every kind of reason,” the governor said. “We have Democrat, Republican, Green, red, white, blue, working people, working short people, working tall people. We’ve never had a women’s party.”

Many observers believe that the Governor created the W.E.P. line for no other reason than to siphon off votes from the progressive W.F.P. and possibly lead them to lose their ballot line in the future, and they believe he did this because the party made him fight for his spot on their line.  Karen Scharff and Cynthia Nixon made the case that if people voted on the W.F.P. line, they would remain a force in state politics and keep pressure on Governor Cuomo to be the “better Cuomo that we know is lurking inside…”

The thing is that I do not “know” that there is a “better Cuomo,” and I do not believe that anyone can make such a Cuomo show up.  When he has stood for traditional Democratic Party issues they have been issues that carry almost no political risk in this state: gun control, abortion rights, and marriage equality.  While those are significant, it is very clear that when it comes to fiscal policy and our public education system, he is taking his cues entirely from the corporate financiers of his campaigns. When a sitting governor takes 100s of 1000s of dollars from the backers of a single charter school chain, then manipulates circumstances to humiliate a mayor seeking funding and support for universal pre-K, and then enshrines forcing New York City to pay the rent for those schools right into the state budget — then we know full well that he has no intention of playing fair with our schools, our teachers, and our children.

I have seen you on Twitter stating that elections are “about choices,” and perhaps you believe that the Republican opponents to these Democratic Party privatizers are even worse.  You might be right — in the short term.  In the long term, however, it will be even worse if the Democratic Party continues its head first slide down the path of mass standardized testing, invalid teacher evaluations, mass teacher firing and school closings, selling off our educational commons to charter school corporations, and the breaking of one of the last unionized middle class professions in the country.  A Republican candidate may be hostile to teacher unions as well, and may deny teachers and their representatives a seat at the reform table, but I have to ask how is that any worse than being invited to that table only to be betrayed again and again?

Elections are, indeed, about choices, and perhaps 2014 and forward is the time to choose better candidates and to actively oppose those who are eager to sell off our educational commons no matter their party and no matter how they will respond if they make into office over our opposition.  The vote is one of the remaining democratic mechanisms that can still work in an age of dark money elections and politics.  Influential billionaires may own politicians’ ears in between elections, but those same politicians have to get past the voters, and we need strong voices to roundly condemn those who have betrayed public education to forces that seek to profit from it instead of nurturing it for the benefit of all.

When the seat at the table is a farce, we still have the ballot box and the picket line.  I urge you to consider what roles they have in the years ahead.

Addendum: After I published this piece, Randi Weingarten, after a day of travel, posted this piece on the AFT web page about the “difficult choices” facing New York voters.  The statement insinuates that Ms. Weingarten will not be voting for sitting Governor Andrew Cuomo, and while she describes the problems with the Republican challenger Rob Astorino, she is very firm with the Democrat:

It’s heartbreaking to see what’s happening in New York, especially after campaigning across the country for gubernatorial candidates who unequivocally support public education, respect teachers and will fight for the investment our schools need.

But in New York, the decision is painful. I am deeply disappointed and appalled by Gov. Cuomo’s recent statement that public education is a “monopoly” that needs to be busted up. (Frankly, it’s only hedge fund millionaires, right-wing privatizers and tea partiers who would use that terminology.) Public education is a public good and an anchor of democracy that is enshrined in our state constitution. Public education needs to be nurtured and reclaimed.

Ms. Weingarten concludes her statement by saying, “It’s well past time to fund our schools, care for our children, support our teachers, and stand up for workers and working families everywhere in our state.”

I wholeheartedly agree, and I sincerely hope that this signals a willingness to challenge Mr. Cuomo much more vigorously.

What Education “Reformers” Do Not Understand About Teaching and Learning

It is often hard to understand the disconnect that seems to exist between the belief of prominent figures in education reform and the reality of teaching in America’s classrooms.  For example, at the end of September, Politico published an interview with self appointed education reformer Bill Gates, whose documented support for the Common Core State Standards, mass high stakes testing, teacher evaluations tied to testing and charter schools has greatly influenced the reform landscape of the past decade.  Gates, perhaps taking part in the efforts of reformers to have a “new conversation” to save the Common Core, treads familiar territory for himself in this interview.  Previously, he called upon teachers to defend the Common Core by appealing to its obvious utility and comparing it to industry standardization:

“If you have 50 different plug types, appliances wouldn’t be available and would be very expensive,” he said. But once an electric outlet becomes standardized, many companies can design appliances and competition ensues, creating variety and better prices for consumers, he said.

If states use common academic standards, the quality of classroom materials and professional development will improve, Gates said. Much of that material will be digital tools that are personalized to the student, he said. “To get this innovation out, common standards will be helpful,” he said.

He sounds off on similar themes in the Politico article, stating, ““Should Georgia have a different railroad width than anybody else? Should they teach multiplication in a different way? Oh, that’s brilliant. Who came up with that idea?”  Let me pause for a moment and give the technology mogul his due.  In industry, he is correct that standardized platforms for, say, delivering useful electricity from a wall socket, help spur technological innovations that make consumers’ lives better.  However, let me also state that the question of how to teach a child multiplication or how to read is vastly more complicated and has infinitely more variables than the question of how to attach an electric motor to a hand blender.

And besides, as teacher and blogger Peter Green notes, Gates simply does not understand the parameters of his metaphor and why it does not apply to teaching and learning.  Green writes:

Railroad gauges and plug configurations are, within certain engineering requirements, fairly arbitrary choices. Had railroad gauges been set a few inches wider or a few inches, it would not matter. The purpose of setting a standard is not to impose a choice that’s a better choice for the rails, but to impose a choice that makes all the rails work as parts of a larger whole. Within certain extremes, there’s no bad choice for gauge width; the actual width of the gauge matters less than the uniformity.

Decisions about educational standards are not arbitrary. Some educational choices are better than others, and those choices matter in and of themselves. The choice of standards matters far more than the uniformity. Human children are not in school for the primary purpose of being fitted to become part of a larger whole. Imposing a bad standards choice simply to have uniformity is a disastrous choice, but that is what the Common Core has done– sacrificed good standards in order to have uniformity, which is not even a desirable goal for human children in the first place.

Green’s point here should be crystal clear to anyone who is either connected to schooling or willing to think like those involved:  standards in education have to pay far more attention to the quality and impact of the standards than the standard of railroad gauges or electrical outlets have to because while a rail car can run along a track whatever size it is or a blender can draw electricity from an outlet regardless of its organization, a bad standard, if incentivized coercively enough will flow into instructional materials, teacher planning and assessments.  At the end of that journey, it will still be a bad standard regardless of standardization.

But even good standards are not guaranteed to leverage change in the classroom unless they are approached in manners that offer genuine support, collaboration and authentic buy in from the teachers involved in implementing them.  David Cohen, writing 24 years ago about efforts to enact mathematics reforms, presented the case of “Mrs. Oublier” in which he demonstrated that even with a teacher who was sincerely enthusiastic about teaching students to understand rather than to recite mathematics, her lack of fully understanding the conceptual changes to mathematics and her lack of a community of teachers continually working on their understanding led her to very questionable “reform” of her teaching.  Change was a three-legged stool, and with only one leg, her enthusiasm, Mrs. O was unable to really change.  The Common Core  so enthusiastically embraced by Bill Gates has the exact same problem on steroids.  Rushed in development and implementation, the standards are hardly uniformly excellent, supporting materials, similarly rushed, often confuse more than assist teachers, students, and parents in understanding expectations, and teachers have had no choice but to “buy in” to the reforms as states were required to use tests aligned with common standards if they wanted to drink at the trough of Race to the Top.  Nothing about this enterprise has demonstrated the least understanding of what it means to teach and to learn to teach.

In some ways, however, this is not a surprise.  Few of the current proponents of education reform have any classroom experience, and their knowledge of teaching and learning comes from their experiences as students in K-12 education.  Over a 13 year primary and secondary education, that translates to roughly 15,000 hours spent watching teachers teach.  No other college educated profession is so visible to the public as teachers are, and after so much time spent in the company of teachers teaching, vast swaths of the public think that they know what it is that teachers do.  Dan Lortie, in his seminal 1975 book “Schoolteacher: a Sociological Study,” dubbed this the “apprenticeship of observation,” which is largely responsible for the preconceived notions about teachers and teaching that most prospective teachers bring to their preparation.  These notions, while sincerely held and personally important to future teachers, are often simplistic and owe their formation to the narrow view of teaching one can glean simply by observing its most public performances in the classroom.  Development of content mastery, knowledge of students and their individual and collective needs as learners, a richly differentiated pedagogical repertoire that assists in transforming content into something that prompts learning, effectively managing the classroom learning environment, a reflective disposition that considers quantitative and qualitative input about how well students have learned and adjusts plans accordingly — none of that is truly visible to those who sit on the student side of the classroom except in how it is enacted in 40-60 minute long performances.

Untangling those visions of teaching and learning is one of the most interesting and difficult tasks of teacher education.  Even though much of what my students have learned from their time in K-12 school is superficial, quite a lot of it is deeply precious to them.  It is built upon the experience of working with beloved and respected teachers, and it comes from their own genuine enthusiasm for the experiences they had with content in those classrooms.  Our work in teacher education has to involve respecting that, helping students deconstruct their experiences so that they can see the craft involved in teaching, and prompting them to build upon rather than to destroy the visions with which they arrive.  I love this work, but I also recognize how difficult it can be for my students to make that journey in their time with us.  For starters, I do not have 15,000 hours in which to help them critically reflect upon their time in school, build more powerful visions of teaching and learning and teach them the pedagogical knowledge they need to enact those visions.  I have 30 credit hours, four field internships and student teaching.  Nested between the apprenticeship of observation and a, hopefully, long career teaching, university teacher education is necessarily a time when we demand a lot of prospective teachers so that they may best assist their future students.  Their journey to “the other side of the desk” is complex and packed.

It is a journey that Bill Gates has never taken himself, and I think it contributes to his almost entirely mechanistic approach to education reform: make everyone use the same thing, force compliance from teachers through assessment, wait for “innovation” to flow into the classroom via third party vendors all developing products for the same standards, and assume that everyone will get a high quality product at the end of the process.  Even if his assumptions are correct, teachers, and their learning, are left out of the process.  If learning to teach is a complex and iterative process involving close examination of preexisting ideas and critical evaluation of oneself, then learning to teach a reformed set of standards is not any less complex.  Consider again David Cohen’s lessons from Mrs. Oublier: even a teacher enthusiastic about the vision of teaching and learning embodied in a new set of standards needs far more than her enthusiasm and a new set of curriculum materials, and without a complete and robust effort to relearn how she saw mathematics and a community working together to help each other in that task, she fell far short.

This is not an implementation issue, so much as it is a perspective issue.  In the Politico interview, Gates talks about how standardizing teaching of multiplication across states is as obvious as standardizing railroads, and he calls standardization of learning at each grade level merely a “technocratic issue.”  He speaks admiringly of Asian countries that have “nice, thin textbooks,” and he calls the previous education landscape a “cacophony” simply because states had various standards.  And he also says that the standards mean that all students will be taught on what they will be tested, and “we should have great curriculum material.”  This harkens back to his previously quoted March call for teachers to “defend the core” where he promised standardization would lead to better materials.  Again, the teachers and teacher learning are missing from this process.

And that is because Bill Gates has never taught nor has he ever embarked upon the journey from student to teacher.

Despite having undertaken the task of reforming American education, Bill Gates does not understand the least thing about what it takes to become a teacher, nor does he understand the least thing about promoting teacher learning throughout the teaching career.  His reform choices and the elements that he continuously talks up as “reform” make the most sense if he thinks of teaching as the enactment of materials in the classroom, without sufficient comprehension of the long process of learning to teach that only begins with observations and assumptions gleaned from lengthy contact with teachers in classrooms.  These are assumptions about practice and how to bring about meaningful and positive change that no ed reformer would presume to make about the practice of doctors or attorneys, but they make it about teachers and learning.

And it is a big part of the reason why their enterprise is faltering.  You cannot reform what you do not understand.

One problem with today’s education reform environment is that a number of groups exist that call themselves “grassroots” organizations, but which have expanded rapidly because of large infusions of cash from corporations and foundations invested in pushing charter schools, mass high stakes testing, data mining students and the Common Core standards.  These groups do not exist to represent the organically derived priorities and shared interests of students, teachers and parents; they exist to put a more credible face on the priorities and shared interests of a very narrow but astonishingly influential set of repeating characters.  Take Educators 4 Excellence as an example.  On their website, they tout that they began as “two teachers” and wanted to give teachers a voice in a system that imposed changes from the top down, and now they are growing into 10 of 1000s of teachers in multiple states. What don’t they mention?  That they are funded by The Gates Foundation, which is not really a surprise because a) Gates has been funding a lot of similar efforts and b) their “pledge” includes evaluating teachers by value-added testing models (something Gates really, really likes) and supporting “choice” which is reform jargon for charter schools (something hedge fund managers really, REALLY like).  The group was central in the not-entirely-successful #supportthecore  social media campaign, and former Connecticut legislator Jonathan Pelto writes here about more of their rather miraculous funding.

When I was in high school, soap actor Peter Bergman did television ads for Vicks cough syrup with the tag line “I’m not a doctor but I play one on TV.”  At least he was upfront about it.

A few days back, The Washington Post ran a story about the founding of “Education Post” which is claiming to be a new source of information about topics in education that will avoid the supposed rancor in current public conversations.  To her credit, reporter Lyndsey Layton did report that it is funded by the Broad Foundation, Bloomberg Philanthropies and the Walton Family Foundation and is headed by the former communications director for Arne Duncan, so we have some heads up as to how that “reporting” on “what works” will tilt.

Genuine grassroots organizations cannot just pop up out of nowhere, grow by 1000s of members practically overnight, afford slick web designs, afford Manhattan rent and big staffs.  But without knowing what to look for it can be difficult for the casual observer, or even a working teacher, to spot the signs of a group that is more AstroTurf than grassroots.  I would like to offer the following guide as assistance, and I have chosen, not entirely randomly, Students for Education Reform.  Sounds like a great thing, doesn’t it?  Students?  Education reform?  Who wouldn’t want to support that?

What started as two students working for educational justice in their own communities eventually grew from one college campus to twenty, and from twenty to over 140 undergraduate chapters at two- and four-year colleges in over 30 states. Our founders launched Students for Education Reform as college freshmen, each bringing a different perspective to the fight for educational equity: Alexis Morin is a lifelong public school student and was a local school board member in her Massachusetts district, and Catharine Bellinger is an aspiring teacher from Washington, DC. Together, Alexis and Catharine created a platform for college students to share their stories on one campus; by working with peers across the country, they grew SFER nationally during their sophomore and junior years. SFER’s members now represent the diversity of the American K-12 education system: the vast majority of us attended local district schools, while many others attended schools of choice – charter schools, parochial schools, and private schools. Together, we know what’s true, and what’s possible.

Ms. Morin and Ms. Bellinger started SFER in 2009 while freshmen at Princeton, and it has grown to 136 chapters in 33 states.  According to this blurb in Forbes, both of them had to put off their studies for a year to assist with the astonishingly paced growth of the group.  Which brings me to my first clue for spotting fake grassroots groups:

Growth at a pace that only a corporation’s monetary resources could manage.  Perhaps SFER’s founders had sincere interests in growing a real movement that included a genuine array of student voices (although the prominent mention of KIPP charter schools and North Star charter in this interview makes me doubt they had any vision except current corporate backed reforms in mind), but their growth could not have happened this rapidly without a serious infusion of assistance from outside.  That assistance, of course, came in the form of cash and the expectation that such cash would influence the values of the activism.

And Students for Education Reform definitely have been given cash.  This is evident in their web design which is a slick and well-executed page oddly reminiscent of the “Educators 4 Excellence” site.  SFER also has a national office in New York City, specifically on West 38th Street in the Garment District and near the Empire State Building and Pennsylvania Station.  While not the priciest office district in Manhattan, rents for office space on this site range from $27 per square foot to over $100.  That’s per month.  I’ll go out on a limb and assume someone is putting up the money for that which brings me to the second clue:

Who is funding the group and for how much?  This is readily known for SFER, thankfully.  According to this article from The Nation, SFER has gotten a hefty infusion of at least some of $1.6 million from Education Reform Now, the non-PAC wing of Democrats for Education Reform, in 2010.  ERN’s 2010 990 IRS form is available for your pleasure here, and the relevant page is 21.  Keep in mind, SFER was barely a year old in 2010, and it was already being infused with cash from Education Reform Now.  Not bad work for a pair of sophomores even if they are in Princeton.

It will help readers to know more about Education Reform Now and the affiliated political action committee, Democrats for Education Reform.  ERN operates as a 501c3 organization, and DFER helps spread campaign cash.  While ERN claims to be non-partisan and DFER claims to be an organization of Democrats, both groups are essentially joined together around the familiar causes of charter school expansion, mass high stakes testing and evaluating teachers based upon controversial and statistically invalid value-added measures of effectiveness.  DFER was founded in part by hedge fund manager Whitney Tilson, and the main purpose of the PAC is to influence Democratic politicians to support charter schools and high stakes testing.  Education Reform Now receives annual donations from the Walton Family Foundation, getting $1.1 million in 2011 and more than $2.8 million in 2013.  DFER takes in a diverse range of donors, all from the privatization end of the reform spectrum.  According to this graphic assembled by the Alliance for Quality Education, DFER’s money and political alliances include the Koch brothers, conservative financier Rex Sinquefield, Rupert Murdoch, The Walton Family Foundation, and the American Federation for Children, which is a charter supporting organization. 

Suffice to say that when you see Students for Education Reform, you are seeing a group whose existence is at least partially owed to Education Reform Now channeling Walton money into their ledgers.  With ERN’s ties to DFER, you also know that the policies supported by SFER will align very well with the privatization advocates who want to break teacher unions and replace fully public schools with privately managed charters.  SFER has to, or the money will dry up.

With such funds come influential advisers, and for SFER, that is a board of directors that is a made up of some heavy hitting finance and reform personalities.  Which comes to the third clue:

Who is REALLY running the operation?  SFER is upfront about their boards of directors, which boasts some very familiar names and organizations.  Amy Chou is the chief growth officer of the KIPP charter school network.  KIPP, it should be noted, is one of the “miracle” charter chains that claims they have “proven” that high poverty populations can close achievement gaps by doing things their way.  What they don’t mention is how self-selection and high attrition without backfilling vacated seats influences their success rates.  In fact, Bruce Baker of Rutgers University provides a simple chart showing how various “miracle” and some non-miracle charter networks compare in populations relative to fully public schools in NYC:

I don’t mind various ways of doing business, but I really mind being told miracles are happening when the data suggests something much more mundane, and largely unethical.  As an added bonus, one of KIPP’s founders, Mike Feinberg, was asked if his children were going to attend a KIPP school.  His fumbling answer would have been amusing under other circumstances.

Also on the board?  Christy Chin of the Draper Richards Kaplan Foundation, which is the philanthropy arm of the venture capital firm, Draper Richards.  Adam Cioth, the founder of Rolling Hills Capital and former investment banker at Goldman Sachs.  Justin Cohen, the president of Mass Insight Education which is the education wing of Mass Insight Global Partnerships, a financial industry alliance and lobbying group supporting “market-driven solutions”.  Shavar Jeffries, former mayoral candidate in Newark whose campaign received a huge influx of Wall Street cash in the final weeks. Jon Sackler, who is listed as the President of the Bouncer Foundation, but who is also a player in finance and investment and is a trustee with a major charter school management firm. Chris Stewart is listed as the executive director of the African American Leadership Forum, but he will also be blogging for the recently announced Education Post, funded by the Waltons, Broads and Bloomberg.  The board is rounded out by the Deputy General Council of Unilever and a graduate student at Harvard Divinity School, Rebecca Ledley, who is married to ERN and DFER board member Charles Ledley, and who is herself on the board of a charter school management company.

But, you know, what she’s studying in graduate school is MUCH more interesting.

This kind of slight of hand brings up my final clue about a fake grassroots organization and that is:

Do its supposed grassroots members have even a clue what the organization is about?  I have done grassroots politics.  As part of the steering committee that formed the Graduate Employees Union at Michigan State University, I know first hand that real grassroots work is painstaking and slow, requiring a lot of time to meet, debate and educate a population.  Yes, we got help and networking connections from the Michigan Federation of Teachers, but the actual door to door conversations with the 1000s of teaching assistants at the university?  We did that ourselves and aimed to help every potential member of our collective bargaining unit to understand the issues we believed could be solved by forming the union.

While the central office of Students For Education Reform is deeply entrenched in an exact kind of reform that emphasizes charter schools, testing and union busting, it is not clear that all chapter members, the ones called upon to be the public face of SFER at rallies and meetings, know this.  In 2012, SFER mobilized students to take part in a rally demanding that the UFT and city reach an agreement to implement a teacher evaluation system that included controversial value-added measures of teachers using testing data because there was a $300 million dollar implementation grant at stake.  They carried signs emphasizing the money that was at stake, and got people to talk about how important that money would be for city schools.  But one would think that if SFER was really worried about school funding, they’d be far more concerned about what Bruce Baker demonstrates here:  that the NYC school budget is shorted $3.4 BILLION ANNUALLY by Albany.  SFER showed up to protest the UFT’s reticence to accept a deal that included teacher evaluations that do not stand up to ANY scientific scrutiny, but to date, they do not seem to have mobilized any placards to protest what Dr. Baker points out.

Do these “students for education reform” even have the slightest clue what they are protesting?  I doubt it matters to their board of directors who are happy to have a ready to deploy force of good optics for the press, and who are not as honest as a 1986 cough syrup ad:

The good news? We learned something from the #supportthecore day on Twitter.  Genuine grassroots work may not have a Manhattan office.  It may not have a steady flow of cash from the Waltons.  It may not have a slick website and be able to boast 100s of chapter offices in only 4 years.  But it does have an energy that derives from authenticity.  And that has staying power.  The hedge fund managers are treating all of what they want to accomplish as simply an advertising matter, but it is a democracy matter and people will have a say, one way or another.

#SupportTheCore: How Not To Do a Social Media Campaign

Michael Petrilli is not happy. The President of the Thomas B. Fordham Institute and leading supporter of the Common Core State Standards wanted Tuesday, August 12th to be a social media event.  With the standards becoming politically volatile, Petrilli concluded that CCSS backers needed to become “emotional” in order to shore up support:

So, backed with fresh funding from philanthropic supporters, including a $10.3 million grant awarded in May from the Bill & Melinda Gates Foundation, supporters are gearing up for a major reboot of the Common Core campaign. “We’ve been fighting emotion with talking points, and it doesn’t work,” said Mike Petrilli, executive vice president of the Fordham Institute, a leading supporter of the standards. “There’s got to be a way to get more emotional with our arguments if we want to win this thing. That means we have a lot more work to do.”

This, of course, implies that the only opposition to CCSS is based upon raw appeals to emotions and that there are no fact based reasons to oppose or question the standards.  To be fair to core supporters, with outfits like Breitbart, Glenn Beck and Michelle Malkin agitating their followers against the CCSS, opposition to the core has a strong group of low information and high paranoia types in the fold:

I try to keep people like that at about 1000 arm lengths at all times. On every issue, not just CCSS.

Regardless of the disposition of some CCSS opponents, it is disingenuous to act as if there is no fact-based and legitimate concern about the project.  For example, it is entirely reasonable to be concerned that the project was constructed with a narrow range of interests represented, that the standards were researched, written and disseminated with unprecedented haste, that there is no known mechanism for review and revision of the standards when feedback from the classroom is generated, that the standards are being pushed into classrooms nationwide without having been tested in representative sample sites first, that materials “aligned” with the CCSS have been created so quickly that there is no time to evaluate them for actual usefulness, that the testing consortia producing tests for the CCSS are secretive and the tests themselves are of questionable quality, that the mass of data generated by those tests create privacy and legitimate use concerns that have not been addressed, that the Core aligned testing will be used for questionable teacher evaluation purposes, that — well, you get the idea.  These are legitimate points of debates that require CCSS proponents to actually discuss openly and fairly in the public sphere, a debate this new tactic still eschews.

Mr. Petrilli and supporters hoped that August 12th would be a good day on social media for CCSS proponents using #SupportTheCore in their tweets.  There was even a “social media toolkit” distributed by the group “Educators 4 Excellence” that gave suggested formats for posts on different media.  The kit has recently been taken down from their site, but this post of “top tweets” demonstrates ones that followed their suggested formats.  (Educators 4 Excellence is a Gates Foundation funded group that focuses on recruiting young educators to the “reform” agenda, and which requires all new members to sign a pledge to support, among other ideas, the use of value-added models of teacher evaluation.  These are the same VAMs which the American Statistical Association warns are not valid for the evaluation of teachers, but for which the Gates Foundation funded a major study that concluded they could be used that way.)

August 12th arrived, and as linked above, Twitter had a number of people declaring support for the Core.  And then things changed a bit.  While a fair amount of people declaring that they DO NOT #SupportTheCore came from Breitbart and Malkin’s efforts, a large number of grassroots teacher groups took to Twitter to provide their own take on the issue:

It went on like that, and after a while Mr. Petrilli could not contain his displeasure:

Now my Twitter feed is full of rank and file teachers and researchers, so I do not know exactly what the Breitbart and Malkin set did on Twitter, but Mr. Petrilli needs to understand a basic Law of Social Media: once you put it out there, it is out of your control.  CCSS may have well-funded allegedly “grassroots” groups like Educators 4 Excellence on its side, but genuine grassroots action and activists have an energy that mere funding cannot match.  Taking to Twitter and denouncing all criticism as coming from “bullies” instead of taking their criticism as an invitation to open a dialogue?  Petulant.  And not precisely sincere from someone who has been using millions of dollars and an influential position in society to wedge in “reforms” without a real debate with both teachers and communities.

Twitter, Mr. Petrilli, is not a private retreat in the woods with hedge fund managers and fellow think tankers.  It is a scrum, and everyone with Internet access is invited.  Complaining about that makes you look ill-prepared to have any form of public discussion, as was pointed out by Principal Carol Burris of South Side High School in Rockville Centre, NY:

Mr. Petrilli points out that in polls, a majority of teachers support the Common Core, and based upon 2013 data, he is correct up to a point.  The National Education Association polled teachers and found that 26% support them “whole heartedly” while another 50% support them with “reservations”.  That is solid support, and some of it is no doubt based upon substance.  Deborah Lowenberg Ball of University of Michigan has written positively about the Common Core math standards as has Jo Boaler of Stanford University, and I certainly trust their judgement.  As for the English Language Arts standards?  I have personal concerns that the standards unnecessarily emphasize informational reading for upper grades based upon the framework of the National Assessment of Educational Progress (NAEP).  This flawed on two fronts: first, the NAEP is a no stakes assessment of the national educational landscape, and its targets for assessment are not meant to be translated into curriculum structures.  Second, David Coleman, now of the College Board, claims the 70% target was meant to be across the entire curriculum, but that was made clear nowhere in the standards themselves and since there are currently only math and ELA core standards, there is no guidance about how the task of teaching informational reading will be distributed.  Beyond the upper grade concerns, I am concerned that the early grade ELA standards rely upon an expectation that students’ skill levels will converge far too early, as if the authors wrote graduation standards for 12th grade and worked backwards from there without accounting for how early childhood development is high divergent.

But beyond this discussion (which is not happening among supporters of CCSS that I can tell) is the fact that Mr. Petrilli’s poll numbers get dicier the further down the path of education “reform” related to CCSS you get.  According to the same NEA poll, 55% of teachers say their districts are preparing to use standardized tests to evaluate them, 81% favor at least a 2-5 year long moratorium on those measures, only 26% of the 65% of teachers who have participated in CCSS training found it helpful and 67% have had to look for resources outside of school.  Among other changes teachers believe would assist students?  43% said smaller class sizes, 39% want more parental involvement and 22% said their students need up to date materials.  Reforms addressing those concerns have not been on the radar screen.

And this is the crux of the matter: Mr. Petrilli may be able to cite strong support or support with reservations from three quarters of teachers, but the reservations of 50% of those polled encompass the testing and teacher evaluations that are glued to the Common Core State Standards and have been from the beginning.  The standards were written by a group that heavily represented the testing industry, and they were adopted by states seeking grant money from the federal Race to the Top program – which required states to adopt common standards and tie teacher evaluations to student scores.  The Gates Foundation has spent heavily promoting the standards, and the foundation has a strong interest in evaluating teachers by student test scores as noted above. By now, the standards have been monetized and very well-connected interests have a stake in the testing system remaining in place, both technology entrepreneurs hoping to mine big data pools and the testing companies themselves.  At $24 dollars per student, Pearson looks to make over $20 million from New York City alone each time a Common Core aligned test is deployed.

Big interests both in private and public venues may be vested in the testing and evaluation of teachers tied to Common Core, but those reforms are driving a huge amount of the informed backlash.  While the standards themselves have flaws and controversies, the very teachers Mr. Petrilli has cited as supporting CCSS do not support either the heavy testing regimen coming with them or the flawed VAM evaluations tied to the testing.  Instead of trying to manufacture “emotion” among supporters of the standards, Mr. Petrilli would do better to try to disentangle them from the toxic mix of high stakes testing and evaluations that accompany them.  I have trouble picturing him doing so because both he and his allies are not simply supporting the standards — they are supporting the whole package the standards were designed to promote.

But until that happens, I cannot even consider saying that I #SupportTheCore — and I bet most teachers won’t either.

Gates’ Money and Privacy Activism — Opposition to Ed. Reform Hits the Mainstream

A few stories caught a lot of eyes over the weekend.  None of that is good news for education reformers who have banked on stealth and little reporting.

The first is a major article and interview regarding the role Bill Gates’ money has played in the development of, promotion of and adoption of the Common Core State Standards in the Washington Post.  The story is not entirely complete.  For starters, it fails to disclose that David Coleman already had funding from the Gates Foundation for his Student Achievement Partners, so a meeting with Gates in 2008 is not their first intersection.  Also, it does not explore the heavy hand that Gates has also had in the push for more high stakes testing to evaluate teachers via his funding of the highly flawed Measures of Effective Teaching study, nor does it examine the role that Gates has played in enabling technology entrepreneurs to mine the data generated from those tests without parental consent.

Regardless, the article is both informative and important for several reasons.  First, it is one of the first times anyone in a major news outlet has provided a portrait of the diverse opposition to current reform efforts in education that doesn’t make it sound like mostly the work of Alex Jones style cranks.  The article even quotes academics who question whether the standards are based on sound research on how children learn or even if there is a connection between quality standards and learning.  Second, this is an article in a major outlet that does not equivocate in the slightest about how much influence one very rich man has had in trying to control the entire course of American public education.  While it does not editorialize on the question, it is hard to read how many federal, state, nonprofit, academic and corporate entities were lobbied by, influenced by or funded by Gates and not wonder what role democracy has anymore when it comes to our public schools.

Finally, Gates himself comes across as defensive and dismissive:

Gates is disdainful of the rhetoric from opponents. He sees himself as a technocrat trying to foster solutions to a profound social problem — gaping inequalities in U.S. public education — by investing in promising new ideas.

This would be more convincing if Gates displayed the slightest interest in testing new ideas before unveiling them in 45 states at once before parents and teachers have a chance to understand them, indeed, before anyone has a chance to understand if they are a net positive or not.  From Gates’ point of view and experience, this must make sense.  He has compared common standards to standardized electrical outlets and computer code as a means of allowing innovation, and certainly getting DOS on most desktop computers in the world led to a lot of software developers having a common platform.  But education is not consumer electronics, and bypassing the entirety of stakeholders who value public education for a variety of reasons was going to lead to push back, and even today, Bill Gates does not demonstrate awareness of that.

The second article appeared in Politico and was dedicated to parent activists working to protect their children from data mining operations tied to public education.  This represents another public airing of activities whose proponents would prefer to avoid being seen in the open.  The report quotes New York’s Leonie Haimson of Class Size Matters about how parents have reacted when informed about the plans of technology firms to use pretty much every bit of data they can get their hands on, and it quotes worried data entrepreneurs coming to grips with parental opposition:

Many said they had always assumed parents would support their vision: to mine vast quantities of data for insights into what’s working, and what’s not, for individual students and for the education system as a whole.

“People took for granted that parents would understand [the benefits], that it was self-evident,” said Michael Horn, a co-founder of the Clayton Christensen Institute, an education think tank.

Instead, legitimate questions about data security have mixed with alarmist rhetoric in a combustible brew that’s “spreading like wildfire” on social media, said Aimee Rogstad Guidera, executive director of the Data Quality Campaign, a nonprofit advocacy group for data-driven education.

That fear, Guidera said, “leads to people saying, ‘Shut it down. No more.’”

Guidera hopes to counter the protests by circulating videos and graphics emphasizing the value of data. But she acknowledges the outrage will be hard to rein in.

Could the parent lobby scuttle a data revolution that’s been championed by the White House, pushed by billionaire philanthropists and embraced by reformers of both parties as the best hope to improve public education? “I do have that concern,” Guidera said. “Absolutely.”

The article doesn’t go into detail about just how much money is thought to be at stake and takes the data mining firms at their word that they only want to help, but I came away from reading it with one resounding message: this damage is entirely self inflicted, but the data miners see the parent activists as the problem.  They did not want to do the hard marketing work of convincing people that they were doing something valuable, and they did not anticipate that parents might see the data generated by their children’s public educations as something they’d want to protect rather than just shovel over for free.  It is hard to sympathize here, especially when they have avoided openness from the beginning.

Which leads to the third article from today: a call from the Gates Foundation for a two year “moratorium” on high stakes decisions based upon Common Core aligned testing.  This is the first official wavering from the Gates camp since the standards and testing drive began in earnest, and it is highly significant as an indication of concern that the whole enterprise is in trouble.  It may also be a miscalculation — yes, teacher opposition to using value added measures of their effectiveness based on standardized tests is strong, and yes, teachers have barely had time to adjust to the new standards.  But two years will not fix the flaws in VAMs, and it will not assuage parental concerns about the role of testing and data mining.  It will potentially take a chunk out of testing companies and data mining companies who were making business plans based upon all Common Core states embarking on wide scale testing next year, and I find it interesting that the Gates Foundation is willing to have them cool their heels while the standards’ supporters try to do something they have avoided all along: talk in public.

Open Letter to President Obama — You Are Listening to the Wrong People

Dear Mr. President:

I am writing to you with three different roles.  First, I am the director of secondary education and secondary/special education teacher preparation at Seton Hall University where I have been on the faculty since 2002.  Second, I am a lifelong educator whose teaching experience at levels from seventh grade to graduate school courses stretches back to 1993. Finally and most importantly, sir, I am the father of two school aged children enrolled in the public schools of New York City.  All three of those roles in life have prompted me to write to you, and it is my hope that you will seriously consider what I have to say, for it is based upon my devotion to my children, my experience as a teacher and upon the data that is readily available about what is being done to schools during your administration.

With respect, Mr. President, you are listening to all the wrong people about our nation’s schools.

When you were inaugurated, many of us in education had hoped that your administration would urge Congress to roll back the detrimental aspects of the No Child Left Behind act, which had taken the previous two decades of educational failure rhetoric and placed a punishing regimen of unreasonable expectations, high stakes testing and punishment into effect that left schools and schools systems under threat of a “failure” label if they did not achieve near miraculous score gains in standardized examinations.  Instead, we got the Race to the Top program which has taken the worst elements of NCLB and made them even worse.  Your signature education initiative incentivized participating states to enroll in rushed and unproven common standards, increases the amount of high stakes testing at all levels of public education, subjects teachers to invalid measures of job performance and creates preferential treatment for charter schools that cynically manipulate data on their enrollment and achievements, sue to prevent public oversight of the public moneys they receive and whose expansion provides new investment vehicles for the very wealthy.  All of these results have rich and powerful advocates, and all of them are damaging to our nation’s public schools.

The Common Core State Standards have been described as a state led effort because of the role of the National Governors Association in their creation, but the work of a very few people is far more directly responsible for them.  David Coleman, now President of the College Board, Jason Zimba and Susan Pimentel of Student Achievement Incorporated worked with a small group of core writers that were largely representative of the testing and publishing industries to produce K-12 standards in English Language Arts and Mathematics in less than two years.  This is a staggering pace for such a complex project, and it was conducted in clear violation of highly regarded and accepted processes for the creation of standards.  Dr. Sandra Stotsky of the University of Arkansas was a member of the validation committee that was convened, in theory, to validate the quality of the standards, but she refused to signed off on them when, by her own account, repeated efforts to have the research basis for the standards produced by the writing committees went unanswered.  Once written, the standards were rapidly adopted by states due to the incentives of Race to the Top and aggressive spending of the Bill and Melinda Gates Foundation.  Diane Ravitch of New York University has repeatedly pointed out that this process was staggeringly flawed, and even more flawed than the opaque writing and promotion efforts has been the race to roll out the standards in nearly all states simultaneously with no small scale field testing and no known way for data from the implementation to be fed back to any body that is tasked with revising the standards based on such data.

Mr. Bill Gates seems enormously confident, absent any defensible evidence, that this is the correct path.  He provided funding to Student Achievement Incorporated and the National Governors Association, and has been spending lavishly since 2010 to make certain all forms of organizations continue to boost the standards.  Mr. Gates spoke this year at the Teaching and Learning Conference hosted by the National Board for Professional Teaching Standards (an organization he has given grants to recently), and his defense of national standards was telling.  According to the Washington Post:

Standardization is especially important to allow for innovation in the classroom, said Gates, who used an analogy of electrical outlets.

“If you have 50 different plug types, appliances wouldn’t be available and would be very expensive,” he said. But once an electric outlet becomes standardized, many companies can design appliances and competition ensues, creating variety and better prices for consumers, he said.

The version posted to the Gates Foundation website offers a more explanatory framing of the metaphor, but Mr. President, I hope the flaw in his thinking is evident.  Multi-state standards are not, inherently, a bad thing, primarily if used like the National Assessment of Educational Progress as a NO STAKES diagnostic tool, and Mr. Gates is correct that a variety of INDUSTRY standards have led to consumer innovations.  However, even after we accept a standard for early literacy acquisition to be age appropriate and based on research into how children learn to read, the process by which any given child meets that standard is vastly more complex than the process of attaching an electric motor to a hand blender; worse, it does not demonstrate an understanding that children develop at very varied rates, and that an age appropriate target for one child may be entirely inappropriate for a peer in the same classroom.

Even assuming that Mr. Gates is correct and that CCSS would allow teachers to innovate, Race to the Top and Mr. Gates’ own advocacy have worked to tie the CCSS to a regimen of high stakes testing the likes of which we have never seen and which are already incentivizing teachers and school districts to vastly narrow their teaching in response.  Mr. President, policy analysts refer to perverse incentives as those elements of policy that incentivize behavior in such a way that people can obtain the incentive while engaging in practices that are damaging or undesirable.  In this case, Race to the Top is the Mother of All Perverse Incentives.  Your administration required states to adopt test-based evaluation of teachers in addition to adoption of common standards.  This has resulted in states both enrolling in the CCSS testing consortia, and adopting Value Added Models (VAM) of teacher effectiveness as part of teacher assessment and retention.  Mr. President, you recently remarked that schools should not be teaching to the test even while your administration was stripping Washington State of its NCLB waiver over its desire to not use high stakes testing to evaluate teachers, but you could do little that incentivizes teaching to the test more than this.  Michelle Rhee’s tenure as D.C. Schools Chancellor provides an instructive anecdote.  Despite her denials and cursory investigation, it is very clear that her “raise test scores or be fired” approach spawned widespread cheating. That behavior is not excusable, but it is evidence of how far some people placed in extraordinarily difficult circumstances will go when subject to such incentives, and it is simply inevitable that short of cheating, the use of VAMs in teacher evaluation will result in more teaching to the test.

And VAMs themselves are invalid, Mr. President.  The American Statistical Association is quite clear on this in its recent statement on the use of VAMs for teacher evaluation.

The measure of student achievement is typically a score on a standardized test, and VAMs are only as good as the data fed into them. Ideally, tests should fully measure student achievement with respect to the curriculum objectives and content standards adopted by the state, in both breadth and depth. In practice, no test meets this stringent standard, and it needs to be recognized that, at best, most VAMs predict only performance on the test and not necessarily long-range learning outcomes. Other student outcomes are predicted only to the extent that they are correlated with test scores. A teacher’s efforts to encourage students’ creativity or help colleagues improve their instruction, for example, are not explicitly recognized in VAMs…

It is unknown how full implementation of an accountability system incorporating test-based indicators, such as those derived from VAMs, will affect the actions and dispositions of teachers, principals and other educators. Perceptions of transparency, fairness and credibility will be crucial in determining the degree of success of the system as a whole in achieving its goals of improving the quality of teaching. Given the unpredictability of such complex interacting forces, it is difficult to anticipate how the education system as a whole will be affected and how the educator labor market will respond.

This is clear-cut, sir.  There are no current high stakes tests that meet the requirements of a well developed VAM, and there is no evidence about how VAMs will influence the schools in which they are deployed, but your signature education program is incentivizing them anyway.

To date, no study reliably shows that current VAMs can be used the way they are going to be used over the next few years, but that has not stopped the Gates Foundation from being front and center in this issue as well.  The Gates commissioned “Measures of Effective Teaching” study concluded that VAMs can be effectively used to evaluate teachers, but Jesse Rothstein of the University of California at Berkeley demonstrated clearly how flawed the study was, especially how it drew conclusions only weakly supported by its own data:

The results presented in the report do not support the conclusions drawn from them. This is especially troubling because the Gates Foundation has widely circulated a stand-alone policy brief (with the same title as the research report) that omits the full analysis, so even careful readers will be unaware of the weak evidentiary basis for its conclusions…

Hence, while the report’s conclusion that teachers who perform well on one measure “tend to” do well on the other is technically correct, the tendency is shockingly weak.  As discussed below (and in contrast to many media summaries of the MET study), this important result casts substantial doubt on the utility of student test score gains as a measure of teacher effectiveness.  Moreover, the focus on the stable components – which cannot be observed directly but whose properties are inferred by researchers based on comparisons between classes taught be the same teacher – inflates the correlations among measures.  Around 45% of teacher who appear based on the actually-observed scores to be at the 80th percentile on one measure are in fact below average on the other. Although this problem would decrease if information from multiple years (or multiple courses in the same year) were averaged, in realistic settings misclassification rates would remain much higher than the already high rates inferred for the stable components.

It is almost inconceivable how it is that our nation is rushing forward with a package of reforms that are being implemented at breakneck speed with such damaging potential and with so little evidence to suggest that they will do anyone any good, and with mounting evidence that they are objectively harmful.  But one thing is actually very certain: these “reforms” and their attendant policies are making some people a substantial profit.

Three years ago, education writer and consultant and former National Board Certified Teacher Nancy Flanagan noted that the rush for CCSS implementation meant that a publishing bonanza was on the horizon.   Certainly, their implementation with the coming testing requirements has been a bonanza for Pearson who landed the contract to write and implement the Partnership for Assessment of Readiness for College and Careers (PARCC)  testing consortium.  At a predicted cost of 24 dollars for a set of tests as the math and ELA testing comes on line, Pearson is guaranteed a huge new income stream from the more than 10 million students currently in PARCC states.  But Pearson is only the most public face of making money off of the reforms put in place by your administration.  Common standards and mass testing generate vast amount of data, and technology companies are starting up all intending to mine that data for profit.  This is ground that has been ploughed by Rupert Murdoch who, when he began acquiring education technology firms, identified a “500 billion dollar sector” waiting for “big breakthroughs”.  Bill Gates has also been involved in this sector, setting up the data cloud storage firm InBloom for 100 million dollars, and watching it close when parental concerns over data security and the plan to allow vendors to access the data could not be overcome.  But other firms such as Knewton intend to continue data mining and creating products based upon that analysis, and none of them, regardless of how intriguing their products might be, demonstrate sufficient care about the need to explain their services to parents, the need to allow parents and guardians to opt their children out of the data pool or the need to build real support among the people whose children are being transformed into revenue.

I am asking you as a father, sir: would this be acceptable to you?  I regret to inform you, Mr. President, that your own administration has abetted this by changing the regulations that implement the Federal Education Rights and Privacy Act.

Publishers, testing companies and technology firms are not the only ones who are reaping new windfalls from your education policies, Mr. President.  It turns out that Wall Street investors are eager to see another aspect of Race to the Top, charter school expansion, continue as rapidly as everything else, and while many of them proclaim to be fans of the charter schools’ alleged “successes” it is also clear that many of them have also figured out how to make guaranteed money from supporting charter schools.  Hedge fund billionaires can use a combination of federal tax credits to make investing in charter school construction a vehicle that can guarantee a doubled return within 7 years.  This is entirely unlike traditional school construction funding via bond issues because such bond issues are done in the open and for a public with a vote for or against the responsible school boards.  This is done entirely in private and with no oversight and precious little public knowledge.  It is little wonder then that Wall Street interests are not only investing in charter school construction, they are also organizing PACs such as Democrats for Education Reform specifically to keep state governments granting more and more charters, something else that you enabled with the provisions of Race to the Top.

You might be able to justify this, Mr. President if you could claim that charter schools are actually the solution to American education, but to make that claim you would have to ignore evidence.  Many charters are excellent schools.  Many are terrible.  But there is no evidence that the charter school segment is consistently outperforming fully public schools.  There is, however, evidence that charter schools do not educate children with disabilities at comparable levels as fully public schools.  There is evidence that charter schools do not serve students who are English Language Learners like their fully public peer schools do.  There is evidence that one of the most prominent charter operators in New York City, Eva Moskowitz of Success Academy, is not telling the truth about the number of children in poverty that she serves, the real achievements of her schools test scores, or the rate of attrition for students with disabilities and language learning issues.

These schools are not miracle factories, Mr. President, but supporting their expansion is making people money.  Your Secretary of Education, Arne Duncan, once opined that Hurricane Katrina was the “best thing” ever for New Orleans Schools because it shook up the status quo and got people “serious” about reform.  That “reform” has meant that this week, the last public school in New Orleans has closed for good, and the city school system in entirely comprised of charter schools.  Amidst growing evidence that many prominent charter operators are not equally educating students and amidst disturbing studies about rising segregation in the charter sector, I cannot help but wonder how Secretary Duncan justifies his statement today.

No wonder teacher morale is at an all time low.

Your public voice in these issues has been a disaster for you, Mr. President.  Secretary Duncan may be the most controversial person to hold that office since its creation, and he has repeatedly demonstrated that he is both insensitive to teacher and parental concerns and fully vested in a false narrative about American education.  Mr. Duncan has frequently repeated to charges from corporate reformers and privatizers that American education is stagnant and that we can infer a need for their favored reforms from international testing data.  This is part of a narrative of deepening failure which thoroughly ignores how American students have never fared well on such measures and how these scores and our economic health have little connection.  Mr. Duncan has observed that he believes our teachers are not educated enough and we should be more like South Korea, despite the fact that South Korea’s educational “success” comes with high costs:  20% of family income on average spent on private “cram” classes, focus on drill and rote learning that leads to high test scores, and wide recognition that South Korean children face too much pressure, leading to an alarming youth suicide rate.  This is hardly praise worthy, sir.

Secretary Duncan’s misunderstanding extends to why people are criticizing the CCSS and other Race to the Top reforms.  I am sure that you know how he said that Common Core opponents are often “white suburban moms” who are upset to find out their children are not “as brilliant as they thought they were”.  Mr. Duncan apologized for the remark, but his insinuation that any opposition to CCSS is unreasonable betrays that he really does not understand the issue.  Mr. President, American parents, by wide margins, believe that the schools their children attend are doing very good work, and despite three decades of an unrelenting failure narrative, that percentage, over 70%, has remained stable.  What parents are saying is that Common Core, evaluating teachers by tests and the increase in high stakes testing and heavy pressure on schools to raise test scores at all costs have come too rapidly, with too little transparency, and with extreme negatives vis-a-vis how children experience school.  Mr. Duncan does not understand that as evidenced by his remarks in April with NY Commissioner John King where he called parental protests “drama and noise.”  Mr. Duncan may call the 10s of 1000s of families who have opted out of Pearson’s testing and the list of districts refusing to field test the exams “drama and noise”.  Many, myself included, call it a movement that is ignored and dismissed at peril.  I do not know if your Secretary of Education has told you that most opposition to reform comes from Glenn Beck styled cranks and spoiled suburbanites, but if he has, you have been sorely misinformed.

Mr. President, in 1999 Congress passed the Gramm-Leach-Bliley Act, also known as the Financial Services Modernization Act, and President Clinton signed it into law.  Although the trends in mortgage lending and investment products that led to the financial crisis had begun long before 1999, the removal of regulations that prevented commercial and investment banks and insurance firms from blending their businesses greatly accelerated the damage being done to our financial industry.

Mr. President, I am afraid that history will look upon Race to the Top as your Financial Services Modernization Act, a tool crafted to be cynically misappropriated by interests with no concern for the public good.

And what is so frustrating, Mr. President, is how entirely unnecessary this judgment of history will be.  Our schools need help, sir, but it is not help that will be found by racing to implement new standards, layering on more high stakes tests, threatening teachers’ livelihoods with invalid statistical models or by turning more and more of our urban school districts over to for profit charter school corporations.  Our schools are afflicted by the same thing that afflicts our society: rising poverty and constant cuts to assistance for the poor.  16 million children in the United States live in poverty; that is 22% of all children, 38.2% of all African American children and 35% of Hispanic children.  Our schools serve communities, and our segregation by income has increased over the past 30 years, meaning that both rich and poor increasingly live in communities with people mostly of their own income level.  The Residential Income Segregation Index (RISI) scores for Houston, Dallas, New York, Los Angeles and Philadelphia are all above 50, and the RISI has gone up in every region of the country since 1980.  Nationally, it is 46, an increase of 39% since 1980.

We see this when we look at our PISA scores broken down by the income characteristics of communities.  According to USC Professor Emeritus Stephen Krashen, the portrait of America’s schools look very different when poverty characteristics are considered.  In schools where less than 10% of the students qualify for free and reduced lunch, our PISA scores are higher than the average for any OECD nation, but where 75% or more of students are in poverty, the PISA scores are second to last.  Given that our communities are increasingly segregated by income, Mr. President, it is inevitable that test score data compared nation to nation will be misleading.

It is at this point that Arne Duncan, Michelle Rhee, Joel Klein, Eva Moskowitz, Andrew Cuomo, Bill Gates, Whitney Tilson, and a host of other corporate “reformers” will line up to accuse me of making “excuses” for “bad schools”.  They will insist, absent any evidence, that “great teachers” can close the achievement gap even if we completely fail to address poverty in our communities.  But it is not “making excuses” to insist that if we want a child living in poverty to succeed in school that we cannot ignore whether or not she knows if she is going to eat tonight, or if she will have a place to sleep, or if her parents will continue to work or any of the host of other matters that afflict children in poverty in ways that negatively impact their formal education.  Mr. President, we have known the long term impacts of poverty on children for some time now just as we have known that it has been growing and deepening, and we spend far less than our peer nations on helping to alleviate the detrimental impacts of poverty.  Nothing in education policy in the past three decades has done anything to address that.

That is not “excuse making,” Mr. President, that is aiming the analysis at the actual problem, whether or not addressing the problem will make anyone a profit.

You have an advantage that few of your predecessors had, Mr. President, and it is your demonstrated interest in and ability to genuinely listen to others.  Joshua Dubois wrote about your meetings with the families at Sandy Hook Elementary School, and how for hours, you sat, embraced, asked questions and listened to them. What strikes me, sir, is how, despite an election year warming up, you never once mentioned this to the press and never once used this remarkable testament to your character for political gain.  I urge you, Mr. President, to visit teachers, parents and children in the same manner, without cameras or vetting, and just ask them what they want our schools to be.  You will not find their answers easily mapped onto your education policies.

It is not too late for you to have a transformational impact on America’s schools, Mr. President, but it will take a number of immediate actions to have a chance.  I ask you to consider the following, badly needed, steps:

  1. Scrap Race to the Top: Your signature education policy is detrimental to children, teachers, schools and communities.  Ending it will not do away with the Common Core State Standards, testing or charter schools, but it will free states and districts to look truly reflectively at these initiatives and to voluntarily engage in as little or as much of them as they deem necessary and beneficial.  It will require proponents of these policies to make their cases in full view of the public in all 50 states instead of hiding behind coercive requirements for federal funding.
  2. Restore Federal Privacy Protections: Technology entrepreneurs may have truly powerful learning tools in development, but to make them work, they need student records deemed private under federal law.  Instead of engaging teachers and parents about these tools, they got your administration to revise regulations and are now mining those records without any meaningful consent.  This is unacceptable, and it must stop.  Our children are not sent to public school to be monetized without our consent.  Parents will listen to open and honest efforts to describe how these tools can benefit their children, but they will oppose efforts to bypass them.
  3. Be Serious About Holding Charter Schools Accountable to Civil Rights Legislation: Your administration recently expressed interest in making certain that charter schools meet federal civil rights requirements.  This is a good first step.  It must be applied vigorously, especially given how poorly many high profile charter operators do in serving students with disabilities, educating English Language Learners and retaining students of color after admission.  Your administration has granted enormous favoritism to charter schools, and they must be made fully accountable.
  4. Demand a Marshall Plan for School Aid and Construction:  Nearly all states are spending less money per pupil today than in 2008. In New York State, the average school district still receives $3.1 million less in state aid than they would have without budgetary tricks like the Gap Elimination Adjustment.  All across the country, our public schools are being told to implement a complex new curriculum, meet unrealistic testing requirements and to do so while having their budgets cut to the bone.  Further, in 2008, the AFT commissioned a study that estimated a need for over $250 billion in school infrastructure spending nationwide, a need that remains unmet.  It adds insult to injury that students come from homes that suffer from the deprivations of poverty and arrive in schools that are cold in the winter, hot in the summer and wet when it rains.  Our nation must do something about this.  At the same time, you must highlight schools where children in poverty thrive, not merely where they get good test scores.
  5. Replace Secretary Duncan: Mr. Duncan is entwined so deeply in the Race to the Top approach to reform that he is incapable of moving away from it.  Your Secretary of Education demonstrates no understanding of why people oppose current reforms, little willingness to see his mistakes as more than verbal slip ups, and he consistently misuses international test data to denigrate the quality of our schools and teachers.  If you want to protect our schools from the forces of corporate reform, Secretary Duncan cannot lead.

You have an opportunity, Mr. President, to retask the federal Department of Education with protecting our national Commons, our history of 200 years of seeing public education as a public good for communities and a private good for individuals.  Your administration has abetted the use of our public schools by private and corporate interests in ways that are actually detrimental to education.  If you wish that to not be your legacy, you must act now.

Randi Weingarten Admits the Common Core is in Trouble

President of the American Federation of Teachers, Randi Weingarten, has taken some criticism for her support of the Common Core State Standards.  She still believes that they have potential to be beneficial, but in an interview with Salon.com yesterday, she also admitted that they might fail.  Weingarten leveled a substantial amount of her criticism at the testing and evaluation policies that have come coupled to the CCSS, especially the secrecy that testing giant Pearson has tied to its contracts for CCSS tests.  Five of the union president’s points:

These standards were done by the states — the governors and the state chiefs — in a very rapid fashion, and there was not enough conversation and discussion about what they were, and how they would be implemented. Number 1.

 

Number 2, as a result, there are problems in the standards, particularly as applied to [grades] K through 2 … They seem to be developmentally inappropriate for the earliest of kids …

 

Number 3: … The state tried to copyright the standards. [There’s] one thing about education that’s absolutely imperative, which is that you try things, and you adjust, and you have a continuous learning process. The copyright suggests they’re fixed in slate, and that’s just wrong …

 

Number 4: There was more work that was done about testing of the standards and the assessment process, than actually the implementation. And that’s why many people believe that this is about a testing process, not about a learning process.

 

And so — Number 5 — you get to what happened in New York and other places, where all of the sudden, the state commissioner last year said the scores will go down 30 points – and then magically the scores went down 30 points. So most people then distrusted what was going on here. Was this about actually helping kids get higher standards? Or was this about trying to create a sense of failure in the public system?

If, as Weingarten states several time, implementation of standards is “90-95%” of what matters, then these criticisms are welcome but also overdue.  All five of those concerns have been evident for some time as the Obama administration and CCSS boosters outside of government have been rushing this implementation and rushing the linkage to high stakes testing for teacher evaluation ahead at a truly breakneck pace.  Weingarten is absolutely correct when she asserts:

I think the teachers, the parents … have become so frustrated with standardization, and with top-down accountability and being told what to do without being given the resources to do it, and having testing before teaching, that they’ve gotten so frustrated that they just don’t trust the transition to standards anymore.

But the thing is that anyone with an understanding of American education, as she has, should have seen that frustration coming years away.  That frustration was built into the Race to the Top grants which pressured states to adopt valued added models of teacher evaluation using common assessments.  Since then, almost all work around Common Core has been to essentially monetize it either via testing, curriculum or technology materials while teachers and students across the country struggle with staff cut backs and delayed school improvement budgets.  Parents and guardians, who by wide margins approve of and appreciate what their children’s teachers do, were bound to notice.

Regardless, I do welcome Randi Weingarten sounding this alarm.  That she believes the standards have potential to do good is not an opinion she is alone in having, but what really stands out is that she is the first high level supporter of the CCSS who is publically willing to admit that they are in trouble and that they are in trouble because the implementation is running roughshod over teachers and students.  Who else is willing to admit to this?  Certainly not Arne Duncan.  Absolutely not John King.  Not Bill Gates.

But they should.
